ABOUT ISO

ISO (International Organization for Standardization) is the world's largest developer and publisher of International Standards. ISO is a network of the national standards institutes of 157 countries, one member per country, with a Central Secretariat in Geneva, Switzerland, that coordinates the system. ISO is a non-governmental organization that forms a bridge between the public and private sectors. On the one hand, many of its member institutes are part of the governmental structure of their countries, or are mandated by their government. On the other hand, other members have their roots uniquely in the private sector, having been set up by national partnerships of industry associations.

ISO is the world largest standards developing organization. Between 1947 and the present day, ISO has published more than 16 500 International Standards, ranging from standards for activities such as agriculture and construction, through mechanical engineering, to medical devices, to the newest information technology deveslopments. Given the multi-sector scope of the organization, it would be hard to present an historical perspective summarizing the challenges, the passion, the outstanding achievements or, sometimes, the missed opportunities, in the large variety of sectors covered by ISO’s technical work.

We have therefore chosen to highlight the key markers in the history of the organization from a general perspective. Therefore, ISO enables a consensus to be reached on solutions that meet both the requirements of business and the broader needs of society.ISO forms a bridge between the public and private sectors. ISO was born from the union of two organizations - the ISA (International Federation of the National Standardizing Associations),. established in New York in 1926, and the UNSCC (United Nations Standards Coordinating Committee), established in 1944.

SOCIAL ACCOUNTABILITY INTERNATIONAL

In 1997, the Council of Economic Priorities (CEP), a US-based NGO, established the Council of Economic Priorities Accreditation Agency (CEPAA). This CEPAA, later renamed to Social Accountability International (SAI), was set up to administer the "verification" system that was developed for its SA 8000 "standard", which is a code of conduct.

SA 8000 standard is developed by the US-based Social Accountability International (formerly the Council on Economic Priorities Accreditation Agency) in 1997. The SA8000 system is modeled on the ISO 9000 system used by companies to ensure quality control. SAI trains and accredits social auditing firms and individual auditors, who then are hired by companies to certify their and/or their suppliers' compliance with SA8000 standards.

SAI is intended to be a standard-setting body that trains and accredits other organisations to certify compliance with its code (the SA 8000 standard). The idea is that a supplying company asks an organisation (which needs to be authorised by SAI to issue SAI certifications) to issue a certificate that indicates compliance with the SA 8000 standard. The supplier can then use this certificate to assure sourcing companies that its working conditions are consistent with the SAI code.

The SAI has three major documents which it considers as standards and which are revised from time to time. These are its code (SA 8000), the accompanying guidance document, and an "Accreditation Package" for organisations that want to become SA 8000 "certifiers".

SAI is governed by a Board of Directors (currently seven members). The Board members alone have the power to decide who their successors will be. SAI also has an advisory board (currently 22 members), which includes representatives from companies, NGOs and trade unions, including from two international trade union organisations, ITGLWF and UNI. SAI charges organisations for the training and authorisation that they will need in order to issue certifications. SAI also receives support from various sources, including the US government.

BUSINESS SOCIAL COMPLIANCE INTITIATIVE

Social responsibility in global trade

Acting socially responsible in a globalised economy has become a major issue for trade as tough competition and decreasing tolerance with regard to poor working conditions in production facilities represent a huge challenge for retailing companies as well as for suppliers. Öko-Tex Standard 100 marking


The Oeko-Tex 100 Standard comprehensively addresses the Human Ecology component of textile products. It evaluates and screens for any harmful substances present within processed textiles intended to come into contact with consumers.

Independence
The member institutes of the International Association for Research and Testing in the field of Textile Ecology (Oeko-Tex) are competent and internationally renowned independent textile testing and research houses.

The established testing requirements are publicly available to view.

Traceability and controls
The Oeko-Tex standard is recognised by use of a registered Trade Mark, a licensing model and a certified product labelling system. This supports the long term integrity of the standard and diminishes the potential for misuse.

Testing principle
Only parameters are set, that can be verified by analytical methods.

Scientifically based limiting values
To quote Paracelsus; " It is not the substance that is poisonous but its concentration". Using this concept, limiting values are based on scientific criteria.

Modular Approach
The Oeko-Tex testing system is modular in format and enables reliable and comprehensive assessment within a realistic time frame. This is advantageous when considering the nature of the clothing and textile industry with its fashion conscious, dynamic pace.

Textile relevance and textile competence
Only parameters that are relevant for a certain textile product group are set and tested. For example there would be no colour- fastness testing of un-dyed fabric.

Useable at any stage of the textile chain
If a product is checked and certified at a particular stage of the production process chain, it can then be used in the next stage without having to be re-tested. Testing intensity and associated cost is likely to be increased at the stage in the production chain where a non conformity is more likely to occur.

No barrier to trade
The Oeko-Tex scheme is available to manufacturers world-wide.
Although it is far more cost effective to test at each stage of the production process, it is still possible to certify the finished product itself at any time.

Formation of article groups

Based on the textile competence and on the system of certified raw materials, a range of articles can usually be combined into one certificate by considering the possible " Worst case scenario" e.g. a light and dark shade based on the same dyestuff can be combined when testing the darker shade.

GLOBAL ORGANIC TEXTILE STANDARD

This short form of the GOTS is designed to give a quick overview on the content and requirements of the standard. It does not reflect all criteria of the standard and can therefore not be used for any official purpose.

Aim of the standards
The aim of the standard is to define requirements to ensure organic status of textiles, from harvesting of the raw materials, through environmentally and socially responsible manufacturing up to labelling in order to provide a credible assurance to the end consumer.

Scope and structure

This standard for organic textiles covers the production, processing, manufacturing, packaging, labelling, exportation, importation and distribution of all natural fibres. The final products may include, but are not limited to fibre products, yarns, fabrics and clothes.

The standards focus on compulsory criteria only.

Label grading
Final products that are produced and manufactured in compliance with all compulsory criteria of these standards are to be labelled "Global Organic Textile Standard"

Further the standards provide for a subdivision into two label-grades.

a) "organic" or "organic - in conversion"

95% or more of the fibres must be of certified organic (or in conversion) origin. The remaining balance up to 5% may be made of non-organic fibres including defined regenerated and synthetic fibres. Blending (= mixing the same fibre in organic and conventional quality in one product) is not permitted.

b) "made with x % organic materials" or " made with x % organic - in conversion materials"

70% - 95% or more of the fibres must be of certified organic (or in conversion) origin. The remaining balance up to 30% may be made of non-organic fibres. Regenerated and synthetic fibres are limited to 10% (resp. 25% in the US). Again blending is not permitted.

WORLDWIDE RESPONSIBLE APPAREL PRODUCTION (WRAP)

The objective of the Apparel Certification Program is to independently monitor and certify compliance with the following standards, ensuring that a given factory produces sewn goods under lawful, humane, and ethical conditions. Note that it is not enough to subscribe to these principles; WRAP monitors the factory for compliance with detailed practices and procedures implied by adherence to these standards.

Compliance with Laws and Workplace Regulations - Manufacturers of Sewn Products will comply with laws and regulations in all locations where they conduct business.

Prohibition of Forced Labor - Manufacturers of Sewn Products will not use involuntary or forced labor -- indentured, bonded or otherwise.

Prohibition of Child Labor - Manufacturers of Sewn Products will not hire any employees under the age of 14, or under the age interfering with compulsory schooling, or under the minimum age established by law, whichever is greater.

Prohibition of Harassment or Abuse - Manufacturers of Sewn Products will provide a work environment free of harassment, abuse or corporal punishment in any form.

Compensation and Benefits - Manufacturers of Sewn Products will pay at least the minimum total compensation required by local law, including all mandated wages, allowances and benefits.

Hours of Work - Manufacturers of Sewn Products will comply with hours worked each day, and days worked each week, shall not exceed the legal limitations of the countries in which sewn product is produced. Manufacturers of sewn product will provide at least one day off in every seven-day period, except as required to meet urgent business needs.

Prohibition of Discrimination - Manufacturers of Sewn Products will employ, pay, promote, and terminate workers on the basis of their ability to do the job, rather than on the basis of personal characteristics or beliefs.

Health and Safety - Manufacturers of Sewn Products will provide a safe and healthy work environment. Where residential housing is provided for workers, apparel manufacturers will provide safe and healthy housing.

Freedom of Association & Collective Bargaining - Manufacturers of Sewn Products will recognize and respect the right of employees to exercise their lawful rights of free association and collective bargaining.

Environment - Manufacturers of Sewn Products will comply with environmental rules, regulations and standards applicable to their operations, and will observe environmentally conscious practices in all locations where they operate.

Customs Compliance - Manufacturers of Sewn Products will comply with applicable customs law and, in particular, will establish and maintain programs to comply with customs laws regarding illegal transshipment of apparel products.

Security - Manufacturers of Sewn Products will maintain facility security procedures to guard against the introduction of non-manifested cargo into outbound shipments (e.g. drugs, explosives, biohazards, and/or other contraband).
